Intent and interpretation. For the purpose of this chapter, all words used in the present tense include the future tense. All words in the plural number include the singular number, and all words in the singular number include the plural number, unless the natural construction of the word indicates otherwise. The word "shall" is mandatory and not discretionary. The word "used" includes "designated, intended or arranged to be used."

Word usage.
A. As used in these regulations, words in the singular include the plural and those in the plural include the singular. The word "person" includes a corporation, unincorporated association, and a partnership, as well as an individual. The word "building" includes structure and shall be construed as if followed by the phrase "or part thereof." The word "watercourse" includes channel, creek, ditch, drain, dry run, swale, spring and stream. The words "may" and "should" are permissive; the words "shall," "will" and "must" are mandatory.
B. The phrases "shall be approved by" and "shall be submitted for approval," et al., do not constitute mandatory approval by an agency or governing body but do mean that the item submitted shall be done to the standards acceptable by the agency and that the agency, after reviewing the items, finds it acceptable in every detail.
